  会上,“学术世界”两个子平台——哲学社会科学主文献平台(https://zszwx.cn,简称“哲社主文献”)、哲学社会科学预印本平台(https://zsyyb.cn,简称“哲社预印本”)正式上线。

  “学术世界”:完善中国自主知识体系建构的基础设施

  2022年4月25日,习近平总书记在中国人民大学考察调研时指出,“加快构建中国特色哲学社会科学,归根结底是建构中国自主的知识体系”。

  在中国人民大学图书馆,习近平总书记察看了现代化检索平台和复印报刊资料等数字化学术资源,强调“要加强学术资源库建设,更好发挥学术文献信息传播、搜集、整合、编辑、拓展、共享功能,打造中国特色、世界一流的学术资源信息平台,提升国家文化软实力”。

  为深入贯彻习近平总书记在中国人民大学考察调研时重要讲话精神,建构中国自主的知识体系,中国特色哲学社会科学自主知识体系数字创新平台“学术世界”25日正式发布上线。目前已建成全国首个哲学社会科学主文献平台、首个哲学社会科学预印本平台。

  中国人民大学党委书记张东刚在致辞中说,“学术世界”的上线将为推动学术资源、学术交流、学术传播、学术创新有机整合,推进知识平台公益性、开放性、全链条、数智化转型升级注入全新动能。

  一“精”一“快”,创新学术交流与传播体系

  中新网从发布会获悉,“哲社主文献”重点在“精”——为学者们高效研读学术精品和知识精加工提供“一站式”入口;“哲社预印本”特色在“快”——为平台、期刊、作者三方协同搭建桥梁,提供成果审核、预印发布、开放评阅、荐稿选稿、复印转载、全媒体传播等全流程、全链条服务。

  据中国人民大学书报资料中心主任徐拥军介绍,“哲社主文献”(一期)从2013-2022年间公开发表的约400万篇哲学社会科学学术论文中,通过多轮筛选和评审,优中选优,精中选精,最终遴选收录2万余篇哲学社会科学主流、经典、必读文献,占总量比例约为0.5%。

  南京大学特聘教授苏新宁认为“哲社主文献”将改变“以刊评文”的传统评价体系,减轻读者阅读、选文的负担。“我通常要花费很多时间挑选出好的论文,每篇都要读,因为很多优秀的论文并不只发表在核心期刊上。”据中国人民大学书报资料中心的统计,至少有15%的优秀论文发表在非核心期刊。

  中国人民大学信息资源管理学院硕士研究生吴彦洁在使用“哲社主文献”过程中对“订阅学科兴趣,实现主文献个性化推荐”的功能很感兴趣,并且期待能在社群讨论区看到更多精彩发言。

  “哲社预印本”上的论文可供开放共享、评阅,同行专家可对稿件进行评议。修改后的论文可在期刊上正式发表。

  苏新宁认为,这将有助于克服以期刊为主要载体的传统学术交流体系封闭性、渠道单一、时间长、效率低等弊端。

  “很多时候期刊拒稿不是因为稿件质量问题,而是因为不适配。文章难以发表会大大降低科研工作者的积极性。而预印本平台上,评议流程更加扁平化,期刊看到优秀的论文会主动约取。”苏新宁说。

  据了解,全球首个预印本平台于1991年问世。据不完全统计,目前全球共有预印本平台90个以上,具有划时代意义的Google的BERT模型和OpenAl的GPT3模型均首发于国际上最大的预印本平台arXiv。

  在知识产权保护方面,徐拥军介绍,在“哲社预印本”上发布的文章会被授予唯一标识码,证明科研成果预印发布时间。对所有入选“哲社主文献”的文献,均会联系作者进行认领、授权,已获作者授权的文献方可展示全文。

  学界之公器,打造知识创新与学术服务的新空间

  除了“哲社主文献”“哲社预印本”之外,“学术世界”未来还将建成开放共享、协同创新的学术智能服务子平台,以及为普通民众提供文化资源的公共知识服务子平台。

  中国人民大学校长林尚立在发布会上说,“学术世界”始终坚持以学术共同体为中心的建设理念,依靠学术共同体,服务学术共同体,希望能汇聚我国哲学社会科学“五路大军”合力,共建共享“学术世界”。

  2023年,中国人民大学面向全国高校发布了《建构中国自主的知识体系倡议书》,组建了包括60多家成员高校的建构中国自主知识体系大学联盟,同时还成立了7个自主知识体系学科联盟。

  “我们希望‘学术世界’能构建新的学术交流与传播的体系,成为一个新的学术空间和场域。”徐拥军说。(完)
